THE MADISON COUNTY Economic Development Authority (MCEDA) awarded a $1.2 million airport study contract without bidding it out because the agency wanted someone with “ownership” in the project, said MCEDA Executive Director Tim Coursey.
In April 2013, MCEDA contracted with County Engineer Rudy Warnock on the study, which should be complete around the end of the month. Warnock has a vested interest in seeing the county actually get an airport, Coursey said.
